Possibility of Obtaining German Citizenship with A2 Language Certificate: Conditions and Exceptions
In Germany, the standard requirement for naturalization (Einbürgerung) is a B1-level German language certificate. However, under certain exceptional circumstances, individuals with A2-level language proficiency may also be eligible to apply for citizenship. This article explores those conditions and exceptions.
According to Section 10 of the German Nationality Act (§10 StAG), applicants must typically meet the following criteria:
At least 5 years of legal residence in Germany (in some special cases, this may be reduced to 3 years).
The ability to financially support themselves without relying on social welfare.
No criminal record.
Acceptance of the democratic order and constitution of Germany.
B1-level German language certificate.
Passing the naturalization test (Einbürgerungstest).
While B1 is the general requirement, A2 language proficiency may be accepted in the following cases:
Elderly individuals: Those typically over 60 or 65 years old, who cannot reasonably be expected to attend language courses due to age, may be exempt from the language requirement.
People with physical or mental health conditions: Those who cannot learn the language due to illness or disability may also be exempt.
Former guest workers (Gastarbeiter) and their spouses: Those who came to Germany decades ago as contract workers, and their partners, may be eligible for citizenship with A2-level or no certificate, depending on individual circumstances.
If no official language certificate is available, the following may be accepted:
A certificate or letter from an educational institution or employer attesting to your ability to understand and speak German.
A personal interview at the naturalization office to assess your spoken German.
Consult a migration lawyer or legal advisor before applying to assess your individual situation.
If possible, work toward improving your German to B1 level, which increases your chance of approval.
If you qualify for an exception, gather all necessary supporting documents and clearly explain your situation during the application.
